Judge Dismisses NCOSE-Backed Lawsuits Against Adult Sites Over Kansas Age Verification Law

KANSAS CITY, Kan. — A federal judge has dismissed two lawsuits filed against adult websites over alleged violations of Kansas’ age verification (AV) law, citing lack of jurisdiction.

The lawsuits were brought by the National Center on Sexual Exploitation (NCOSE) on behalf of a minor and a parent, claiming that adult content was accessed without proper age verification.

The dismissed cases targeted Titan Websites, operator of HentaiCity.com, and ICF Technology, operator of Jerkmate.com.

U.S. District Judge Holly Teeter ruled that the court did not have personal jurisdiction, noting that the websites did not intentionally target users in Kansas. Instead, their accessibility in the state was a byproduct of operating globally available platforms.

In her ruling, Teeter emphasized that the websites’ connection to Kansas users was incidental rather than the result of deliberate, location-specific activity.

The Free Speech Coalition (FSC) described the decision as a meaningful development in the ongoing conversation around age verification laws and enforcement.

FSC Executive Director Alison Boden noted that while the ruling is not precedent-setting, it offers valuable insight for platforms navigating increasingly complex compliance requirements across different jurisdictions.
